Strengthening Public Health Infrastructure and Data Access
Adopted as substitute resolution

Desired actions:
  • Advocate legislatively
  • Advance the resolution nationally (to the AAFP Congress of Delegates)
  • Bring awareness to members, the public, media and/or specific groups/stakeholders
  • Provide education to members, the public, media and/or specific groups/stakeholders
  • Support/collaborate with other groups/organizations on work that’s already being done

WHEREAS federal sources of public health information, including the NIH, CDC and other scientific organizations, face resource and funding reductions;

WHEREAS active outbreaks of avian influenza and measles are occurring in multiple regions of the United States;

WHEREAS antibiotic resistance remains a growing concern, requiring up-to-date treatment guidelines and access to evolving resistance data;

WHEREAS infectious diseases do not recognize state borders, making interstate collaboration essential;

WHEREAS herd immunity is a critical public health strategy, dependent on broad vaccine access and coverage;

WHEREAS timely vaccinations have been proven to reduce or eliminate many preventable diseases;

WHEREAS family physicians rely on accurate guidelines and epidemiologic data to make informed clinical decisions;

WHEREAS the stability and future of key federal health care agencies remain uncertain, necessitating state and regional preparedness;

BE IT RESOLVED that the MAFP seek out partners and collaborators for alternative mechanisms to access and support essential public health functions to ensure continuity of resources at the state and regional level;

BE IT FURTHER RESOLVED that the MAFP advocate to the Minnesota Legislature for sustained funding and resources to support the Minnesota Department of Health and facilitate public health infrastructure collaborations;

BE IT FURTHER RESOLVED that the MAFP provide education and guidance for accessing and utilizing critical public health information.

BE IT RESOLVED that the MAFP seek out partners and collaborators for alternative mechanisms to access and support essential public health functions to ensure continuity of resources at the state and regional level;

BE IT FURTHER RESOLVED that the MAFP promote interstate public health cooperation to maintain scientific integrity in evidence-based guidelines and recommendations, and ensure robust epidemiologic data sharing, including through the AAFP;

BE IT FURTHER RESOLVED that the MAFP advocate to the Minnesota Legislature for sustained funding and resources to support the Minnesota Department of Health and facilitate public health infrastructure collaborations;

BE IT FURTHER RESOLVED that the MAFP provide support and disseminate accessible online resources for health care providers, researchers and public health professionals to ensure timely access to critical epidemiologic and treatment information;

BE IT FURTHER RESOLVED that the MAFP provide education and guidance for accessing and utilizing critical public health information.

Macaran Baird – Federal cuts to these vital public health programs and data sources will cause direct harm to our patients and communities. Unfortunately, our state must then do its best to fund such programs.

Thomas Seaworth – Fully support

Andrew Slattengren – I support clearly stating supporting MDH and being a source for references. A couple of the resolves are already housed in the AAFP and I would strongly recommend that the review committee consider an edit of this resolution that cuts out the resolves that are already taken care of through AAFP.

Kim Krohn – I would support an additional resolved as such: The MAFP supports and advocates for preservation of the vital functions of the Center for Disease Control and Prevention and the National Institutes for Health and advocates against arbitrary funding cuts to these agencies.

Chris Reif – Strongly support. Engaging all public, professional, and (supportive) government agencies in gathering and protecting our important health information is critical to the health of our patients, families, and communities going forward. Our public health data is aggregate PHI, and needs to be protected from intrusion from all parties, As we know, data is absolutely critical to developing the best evidence for personal and public health. And especially in this era political authoritarianism and AI, data can be used to help us or as a weapon.

Nancy Baker – Yes, this has my full support.

Keith Johnson – The recent federal cuts to public health institutions will cause significant harm; I support this resolution to help preserve and promote our own institutions to bolster the protective provided by public health institutions.
